What it requires
Minimum post-consumer recycled content in any plastic part of packaging, averaged per manufacturing plant and per year: 30 percent for contact-sensitive PET, 10 percent for other contact-sensitive plastics, 30 percent for single-use plastic beverage bottles, and 35 percent for all other plastic packaging. A second tier follows in 2040 at 50, 25, 65 and 65 percent. The calculation and verification methodology is an Art. 7(8) implementing act due 31 December 2026, and the 2030 date moves with it. Art. 7(12) carries a separate Commission assessment, with possible derogations, due 1 January 2028.
