Sets what a pack has to be to count as reusable: Art. 11(1) lists nine cumulative requirements, including that it is conceived, designed and placed on the market to be re-used multiple times, designed to accomplish as many rotations as possible under normally predictable conditions of use, and capable of being reconditioned. The minimum number of rotations is set separately, by an Art. 11(2) delegated act. If a format fails this article it cannot be counted toward the Art. 29 reuse targets. Art. 11(1) names its own date: it reads “Packaging placed on the market from 11 February 2025 shall be considered to be reusable where it fulfils all of the following requirements”. The Regulation as a whole applies from August 12, 2026 under Art. 71, and the text does not say how that date and the Art. 11(1) date interact.
