What it requires
Suppliers of packaging or packaging materials must give the manufacturer everything needed to demonstrate conformity, including the Annex VII technical documentation and whatever Articles 5 to 11 require, in a language the manufacturer easily understands, on paper or electronically. If you convert or sell packaging into a brand owner, this is the article that makes your data their compliance file, and it is the one to quote when a supplier declines to provide substance data.
