Each member state runs a producer register and producers must be registered in every state where they first make packaging available. The harmonized registration and reporting format is an Art. 44(14) implementing act that was statutorily due February 12, 2026, twelve months after entry into force, and has not been adopted. Each Member State must establish its national register within 18 months of the entry into force of the first Art. 44(14) implementing act (Art. 44(1)). Registration stays per Member State: a producer registers in each Member State where it makes packaging available on its territory for the first time (Art. 44(2)).
