What it requires
One line with a large consequence: conformity of packaging against Articles 5 to 12 is assessed under the procedure in Annex VII. That procedure is Module A, internal production control, so there is no notified body and no third-party certificate. You assess, you document, you declare. There is no CE mark for packaging.
