PPWR Article 29: Re-use targets

What it requires

The reuse targets themselves, self-executing in the regulation rather than waiting on an act: from 2030, 40 percent of transport and e-commerce packaging in reusable formats within a re-use system, and under Art. 29(6) at least 10 percent of alcoholic and non-alcoholic beverages made available in reusable packaging. Art. 29(6) binds final distributors making beverages available in sales packaging to consumers on the territory of a member state. 2040 carries endeavour targets of 70 and 40 percent. The pending act is the Art. 30(3) calculation methodology. Delegated Decision (EU) 2026/429 of 25 February 2026, adopted under the Art. 29(18)(a) empowerment and published in the OJ on May 6, 2026, exempts operators using pallet wrappings or straps for stabilizing and protecting palletized goods from the 100 percent requirements in Art. 29(2) and (3). It does NOT touch the Art. 29(1) overall 40 percent target, which still covers those formats.
