Sets the reuse targets: from January 1, 2030, economic operators using the transport and e-commerce packaging formats listed in Art. 29(1) within the Union must ensure that at least 40 percent of it is reusable packaging within a re-use system, and under Art. 29(6) final distributors must make at least 10 percent of alcoholic and non-alcoholic beverages available in reusable packaging. The duty to demonstrate the targets applies from January 1, 2030, or 18 months after the Art. 30(3) implementing act enters into force, whichever is later (Art. 30(4)). Art. 29(6) binds final distributors making beverages available in sales packaging to consumers on the territory of a member state. 2040 carries endeavor targets of 70 percent (Art. 29(1)), 25 percent for grouped packaging in the form of boxes other than cardboard (Art. 29(5)) and 40 percent for beverages (Art. 29(6)). The pending act is the Art. 30(3) calculation methodology. Delegated Decision (EU) 2026/429 of 25 February 2026, adopted under the Art. 29(18)(a) empowerment and published in the OJ on May 6, 2026, exempts operators using pallet wrappings or straps for stabilizing and protecting palletized goods from the 100 percent requirements in Art. 29(2) and (3). It does NOT touch the Art. 29(1) overall 40 percent target, which still covers those formats. Art. 31 requires the operators covered by Art. 29(1) to (8) to report each calendar year on the re-use targets to the competent authority, within 6 months of the end of that year, and the first reporting year is calendar year 2030.
