Requires economic operators who make reusable packaging available on the territory of a Member State for the first time to ensure that a system for its re-use is in place there, with an incentive to ensure collection, meeting the Annex VI requirements, and is considered to comply where it makes use of existing re-use systems already in place in the Member States; participation in re-use systems is the separate Art. 27(1) duty. If someone cites Article 26 for the 40 percent or 10 percent targets, that is a misattribution.
