What it requires
From 1 January 2030 the formats and uses listed in Annex V cannot be placed on the market at all. This is the outright format-ban article rather than a design-performance one, so no grade, recycled content or minimization argument saves a listed format. Member States may keep pre-2025 national restrictions on Annex V formats made from materials not listed in Annex V.
