What it requires
A maximum empty-space ratio of 50 percent for grouped packaging, transport packaging and e-commerce packaging. It binds the economic operator who fills the packaging, and it does not apply to sales packaging, which is covered by Art. 10 instead. The date carries a conditional: 1 January 2030 or 3 years from the entry into force of the Art. 24(2) implementing acts, whichever is the latest. That methodology act is due by 12 February 2028 and has not been adopted. The figure is 50 percent, not the 40 percent from earlier drafts.
