A maximum empty-space ratio of 50 percent for grouped packaging, transport packaging and e-commerce packaging. It binds the economic operators who fill grouped, transport or e-commerce packaging, except those using sales packaging as e-commerce packaging or reusable packaging within a re-use system (Art. 24(5)); sales packaging is outside the 50 percent ratio, but by February 12, 2028 those who fill it must reduce empty space to the minimum necessary (Art. 24(4)). The date carries a conditional: January 1, 2030, or 3 years after the Art. 24(2) implementing acts enter into force, whichever is the latest. That methodology act is due by February 12, 2028 and has not been adopted. The figure is 50 percent.
