On June 24, 2026 the Council agreed a partial negotiating mandate on the Environmental Omnibus covering industrial emissions, circular economy, and geospatial data. The EPR provisions, including the proposed suspension of the Article 45(3) Authorized Representative requirement for EU-established producers until 2035 (COM/2025/982), did not secure agreement and were removed, so the suspension cannot go to trilogue as drafted while the Presidency continues work.
