On June 24, 2026 the Council agreed a partial negotiating mandate on the Environmental Omnibus covering industrial emissions, circular economy, and geospatial data. The extended producer responsibility provisions, including the proposed suspension of the Article 45(3) Authorized Representative requirement for EU-established producers until 2035 (COM/2025/982), did not secure agreement and were removed from the mandate. The suspension cannot proceed to trilogue as drafted; the Presidency continues work. Non-EU producers were never covered and must still appoint an AR by August 12, 2026.
