Germany promulgated its Packaging Law Implementation Act (Verpackungsdurchführungsgesetz, VerpackDG) on July 17, 2026 (Bundesgesetzblatt Teil I 2026 Nr. 207). It adapts national law to Regulation (EU) 2025/40, replaces the Verpackungsgesetz (VerpackG), and takes effect in its core provisions on August 12, 2026, alongside the PPWR. The Bundestag adopted it June 11, 2026 and the Bundesrat approved it July 10, 2026, after the European Commission withdrew its notification objections on May 29, 2026. It expands the system-participation obligation to certain primary-production and transport packaging, adds an authorization requirement for producers of non-system-participation packaging, and keeps existing system participations valid until December 31, 2026.
