How Regulation (EU) 2025/40 (PPWR) applies in Portugal: the national extended producer responsibility (EPR) scheme, small-producer thresholds, eco-modulation, and deposit return system status. PPWR is directly applicable in Portugal from August 12, 2026.

No published national eco-modulation schedule under the Decreto-Lei framework. EPR registration and fees themselves apply from Aug 12, 2026, but harmonized grade-based modulation does not: the Art. 6(8) duty binds around mid-2031, 18 months after both the Art. 6(4) delegated acts (due Jan 1, 2028) and the Art. 6(5) implementing acts (due Jan 1, 2030) enter into force.
Volta DRS live since April 10, 2026. After August 9, 2026 only Volta-marked beverage containers are permitted and the Green Dot no longer applies to beverage containers. SPV EPR well-established. PPWR direct application Aug 2026.
