🇳🇱 Netherlands: PPWR Packaging EPR and Deposit Return

How Regulation (EU) 2025/40 (PPWR) applies in Netherlands: the national extended producer responsibility (EPR) scheme, small-producer thresholds, eco-modulation, and deposit return system status. PPWR is directly applicable in Netherlands from August 12, 2026.

EPR scheme

Verpact, single PRO for household packaging. Register and report via verpact.nl.

Small-producer threshold

50-tonne exemption: producers placing <50 tonnes/year exempt from registration. SUP items and DRS-eligible formats excluded from threshold calculation.

Eco-modulation

Polymer sub-matrix. Lower rates for mono-material, clear/natural-colored formats. Higher rates for multi-layer or contaminated plastics. PCR content discounts available.

Deposit return system

DRS Active
€0.15 (containers <1L); €0.25 (containers ≥1L)
Single-use PET bottles and aluminum cans. Return via RVM at retailers. Glass not in scope.

Watch points

Most generous SME threshold of the 7 deep markets. DRS-eligible formats require deposit marking regardless of EPR exemption status. ILT (Netherlands Inspectorate) is enforcement authority.
