When does the PPWR apply in Greece?

How Regulation (EU) 2025/40 (PPWR) applies in Greece: the national extended producer responsibility (EPR) scheme, small-producer thresholds, eco-modulation, and deposit return system status. PPWR is directly applicable in Greece from August 12, 2026.

Eco-modulation

No published national eco-modulation schedule. EPR registration and fees themselves apply from Aug 12, 2026, but harmonized grade-based modulation does not: the Art. 6(8) duty binds around mid-2031, 18 months after both the Art. 6(4) delegated acts (due Jan 1, 2028) and the Art. 6(5) implementing acts (due Jan 1, 2030) enter into force.

Watch points

Further along than it looks. The operator, the scope and both deposit tiers are published, and the only missing piece is the EOAN license and a go-live date. Both sides now confirm the license has not been granted: the operator says it is pending, and DRS Hellas does not appear on EOAN published register of licensed packaging systems as at August 25, 2026. Treat any reported Greek launch date with care. In June 2024 the Ministry of Environment and Energy categorically denied press reports that a Joint Ministerial Decision implementing the DRS had been published in the Government Gazette, so a Greek DRS instrument has been wrongly reported as in force once already. If you sell beverages into Greece, the artwork requirement is already knowable: DRS logo, barcode and the deposit value on plastic and metal containers up to 3L. Note two Greek specifics: the deposit is two tier at the 0.5L boundary, and the refund is a store voucher rather than cash, which is unusual in Europe and changes the consumer economics. The operator targets up to 90 percent collection by 2029, matching the Art. 50(1) duty. EPR itself is in place via EOAN and PPWR applies directly from Aug 12, 2026.
