How Regulation (EU) 2025/40 (PPWR) applies in Belgium: the national extended producer responsibility (EPR) scheme, small-producer thresholds, eco-modulation, and deposit return system status. PPWR is directly applicable in Belgium from August 12, 2026.
One interregional system under the Cooperation Agreement of November 4, 2008 between the three regions, overseen by the Interregional Packaging Commission (IVC). Fost Plus is accredited for household packaging across Belgium for five years from February 2, 2024.

Fost Plus sets the household tariffs. Harmonized grade-based modulation follows the PPWR Art. 6(4) and 6(5) acts.
One registration with Fost Plus covers household packaging across all three regions. Watch for a deposit decision: without one, Belgium needs 90 percent separate collection of bottles and cans by January 1, 2029, or an Art. 50(5) exemption, which needs 80 percent in 2026 against a 2023 can rate of about 62 percent.
